1. The process is not molding, machining, printing or sheet metal
Stamping, deep draw, powdered metal, springs and fourslide, forging, rubber extrusion, screw machining and soft goods are core SSG lines, and none of them is listed on Protolabs' site.
2. You are past prototypes and into annual volume
When a part runs 25,000 to a million pieces a year, multi-cavity steel tools, progressive dies and several principals competing on piece price usually beat quick-turn economics.
3. You want the tool in your name
With SSG, tooling terms, ownership and transfer are negotiated with the principal up front and written into the quote.
4. You want a person to run the program

In a narrow band. Both can take an injection molded or machined part from CAD to parts. Protolabs is a manufacturer with its own plants and automated quoting, built for speed. SSG is a manufacturers' rep firm that places each RFQ with several principals and manages the program, built for tooled production across more processes.
Usually not for prototypes. Quick-turn molding in its own plants is what Protolabs is known for. Production molds typically take 3–6 weeks in aluminum and 8–14 weeks in hardened steel, the norm for tools built for long life and many cavities.
When the design is frozen and demand is steady. Above roughly 10,000–100,000 parts a year, a multi-cavity steel tool at a production molder usually brings the piece price down enough to pay for itself. The builder shows the crossover for your part as a budgetary estimate.
